Virtual assets and digital payments in Jordan: what happened in September and October 2026

By JOD Rates editorial team Last updated:

In short

In September 2026 the Jordan Securities Commission said no virtual-asset service provider is licensed by it and applications are still under review, and a draft amendment to the anti-money-laundering law was published that adds these providers to its reporting entities. In October the Integrity and Anti-Corruption Commission and the JSC launched an awareness campaign on the virtual-assets law, while the Central Bank kept working on stablecoins and digital payments.

This is a round-up of what official bodies in Jordan announced about virtual assets, Tether (USDT) and digital payments between September and 24 October 2026. Each item gives the date, who announced it and a link to the source.

What did officials say about virtual assets?

  • 22 September 2026, Jordan Securities Commission (JSC): in a post on its official LinkedIn page, the JSC said that, to date, no virtual-asset service provider (VASP) is licensed by it, and that the applications filed are still under review. On 24 October 2026 we checked the JSC website and its LinkedIn page and found no newer announcement of any licence.
  • 20 September 2026, Legislation and Opinion Bureau: the Bureau published on its website a draft amendment to the Anti-Money Laundering and Counter-Terrorist Financing Law for 2026, the Jordan News Agency (Petra) reported on 23 September. The draft adds virtual-asset service providers to the law’s “reporting entities” and allows a cap on cash payments to be recommended, without setting an amount. Details in our story on the draft.
  • 8 October 2026, Integrity and Anti-Corruption Commission and JSC: with the National Cyber Security Center, the two bodies launched a two-week awareness campaign, “Digital Integrity: Safe Virtual Asset Transactions”, to explain Law No. 14 of 2025 on virtual assets, Petra reported. Details in our story on the campaign.

What happened in stablecoins and digital payments?

  • 1 September 2026, Central Bank of Jordan (CBJ): the CBJ reported the close of a workshop held on 26 August with the MENA FinTech Association (MFTA), attended by the JSC’s Board Chairman. Sessions covered asset tokenisation and open finance, stablecoin policies and legislation and how to integrate them into Jordan’s financial system, and anti-money-laundering work and blockchain analytics (CBJ news, Arabic).
  • 14 September 2026, data from the Jordan Payments and Clearing Company (JoPACC): CliQ handled about JD 2.43 billion in August in about 24 million transactions, a record according to Petra. Details in our CliQ story.
  • 23 September 2026, CBJ Governor: opening the Jordan FinTech Festival 2026 at the Dead Sea, Dr Adel Sharkas said the CBJ’s regulatory sandbox, JO REGBOX, has tested 12 innovative products from 12 companies, in areas that include virtual assets. He said electronic payments through CliQ, eFAWATEERcom and card purchases passed about 695 million transactions in 2025, worth more than JD 50 billion (CBJ news, Arabic, posted 27 September).

What are the latest scam warnings?

  • 14 October 2026, Public Security Directorate (PSD): the Cybercrime Unit arrested a man who ran a page offering phones in instalments, took an up-front deposit and kept the money. The PSD urged people to avoid suspicious and unverified pages and to always make sure before sending money electronically (PSD news, Arabic). The case is not about crypto, but the same rule applies when you buy USDT: never send money to a page when you do not know who is behind it.

What does this mean for you?

No company is licensed yet. As of 23 October 2026, no company holds a virtual-asset service provider (VASP) licence from the Jordan Securities Commission. On 22 September 2026 the JSC stated that no VASP is licensed by it and that applications are still under review. Licensing Regulation No. 94 has been in force since January 2026, and no final version of the executive instructions has appeared on the JSC website yet. So today a licence cannot tell one provider from another, and anyone who claims to be “licensed by the JSC” for virtual assets is contradicting the JSC’s own statement.

What can you check now? Is it a registered Jordanian company with a clear name and address? Has it applied for a licence, and how far has it got? How long has it traded, and can you reach real people there? Are prices clear, and do you pay through a channel that shows the account name, such as CliQ?

Identity questions are part of the law. The 2025 law already requires service providers to get the details of the parties to each transfer. The anti-money-laundering amendment is still a draft, not a law in force.

CliQ is the everyday payment channel. One transfer can be up to JD 10,000, your bank may set a lower limit, and the sender cannot pull a transfer back on their own once it is sent. Read buying USDT with CliQ, go through the safety checklist before any trade, and for the law in detail see is USDT allowed in Jordan?.
